Dr. Richard Li CES Founder, Technology Director & Principal Consultant

Dr. Richard C. L. Li holds a Ph.D. degree in Computer Engineering from the City University of Hong Kong. Currently, he serves as a Director and CTO of CES, overseeing the research and development of core technologies in artificial intelligence. His responsibilities include machine learning model architecture, intelligent decision algorithms, and serving as the principal advisor for client enterprises’ internal process reengineering. He has also been granted a technical patent in his research in the United States.

With experiences in applying cutting-edge technology and practical expertise in the business sector, since 2012, Dr. Li has been invited to be a visiting lecturer for the Master’s program at the City University of Hong Kong. In 2018, he was also invited to be a visiting scholar at the Department of Risk Management and Business Intelligence (RMBI) at the Hong Kong University of Science and Technology (HKUST), where he taught a full-time course on the application of business intelligence decision-making technology throughout the year.


Prof. Anthony Fong

Dr. Fong worked more than 20 years in the United States, including Digital Equipment, Data General, and Wang Laboratories.  The projects involved include DEC Systems 10 & 20, VAX-11/780, FHP, MV/20000, VS-300 FPU and VS-10000.

In 1991, Dr. Fong joined the City University of Hong Kong as Senior Lecturer.  He was retired in 2013 as Associate Professor and Director of EDA Center.   He was Visiting Professor at Chinese Academy of Science from 1997 to 2003, and Distinguished Professor of Guang Dong University of Technology from 2011 to 2016.

Dr. Fong has been granted 9 U.S. patents on computing and one PRC Patent on Big Data collection.  In addition, he has two U.S. patents pending, on Big Data.  He has published and presented more than 90 papers on computing.
